Can you get a breast augmentation when you are 16?

I have my parents consent and I turn 16 in May. I don't have boobs and all the doctors say that there is a 95% chance they won't grow. I am 1.65 m tall, I weigh 54 kgs and most of my friends weigh the same and are the same height. So can I get my surgery???
